Leeds Universities' Neighbourhood Helpline
Do you experience any problem living in your community such as:
- Uncollected rubbish
- Neglected gardens
- Noisy neighbours
- Illegal parking
- Other environmental problems
The Neighbourhood Helpline is a 24 hour dedicated voicemail and email service run by the University of Leeds in partnership with Leeds Metropolitan University. This service is available to both students and local residents to raise issues of concern or simply to contact the Universities about your surroundings, environment and community in which you live.
Messages will be responded to within 24 hours following which the Helpline process will be instigated.
The helpline process is clear, robust and fair and an annual report is produced to track the number and nature of the calls made.
We remind all students that you represent the University both on and off campus and your activities reflect the reputation of the University. This is overwhelmingly positive but students who persist in behaving without respect for fellow students and local residents should be reminded that your student contract stipulates that you must adhere to all University codes and standards and failure to do so may ultimately lead to disciplinary action.

Operation Balloon
Operation Balloon Operation Balloon was launched in May 2009 to prevent residents from becoming victims of burglaries, with emphasis on giving advice about sneak-in burglaries.
Officers from Belle Vue Neighbourhood Policing Team patrol with staff and students the universities in Leeds, armed with balloons and messages about the Knowledge website, which provides crime prevention and personal safety advice to students in Leeds - check out the website at www.knowledge-leeds.co.uk
A large proportion of burglaries committed against students are through open or unlocked doors and windows. You can help to prevent yourself from becoming a victim of crime by taking a few simple steps:
Lock your doors and windows, even when you are in the house.
Keep all valuables hidden away, under beds, inside wardrobes, etc so they can't be seen from a window, even upstairs windows - some burglars climb up to get through open first floor windows.
Look after yourself, look after your property and look after each other.
Watch out for Operation Balloon in your street.
Advice for using taxi’s:
- Taxi’s which display a “TAXI” sign on the roof can be hailed from the roadside.
- Private hire vehicles, which say “Private Hire” on the doors, must be pre-booked.
- Hailing a private hire from the roadside or outside a venue invalidates the driver’s insurance – you will find vehicles waiting outside pubs and clubs to increase their income but don’t get in unless you have pre-booked it, you are putting yourself at great risk.
- Vehicles which don’t have any licence plate are not taxi’s – some people hang around in their vehicles waiting for drinkers to come out of pubs. Some of these are simply trying to make a quick buck illegally, others have more sinister intentions and you have no idea which is which until you get in and it’s too late. In either case there is no insurance should you suffer injuries in an accident.
House Parties
House parties are a wonderful opportunity for students to have some friends around, have a drink and generally enjoy some frivolities.
However, with parties, comes responsibility. Each year there are a small but significant number of parties which get out of hand. If you do decide to have friends round to your house, please remember the following rules:
- Open invitations sent out on Facebook or other social networking sites encourage more guests and unwelcomed visitors than you will be able to manage.
- As the tenant of a property, you are responsible for the behaviour of those attending.
- The landlord will be asking you to pay for any damage caused.
- You may find yourself arrested for allowing your property to be used for the taking and/or supplying of illegal drugs.
- Student parties are regularly being gate-crashed by local youths who are stealing from the house and from guests.
- In the event of a fire or serious accident, should someone lose their life, then the tenant may be arrested on suspicion of manslaughter.
If the police and/or environmental health officers are called out, then you risk having your sound equipment seized and the party closed down.
If, after reading the above, you decide to have a party then please do have some consideration for your neighbours who are trying to get to sleep. Remember it is your neighbours who will call the authorities when they have had enough, which could instigate proceedings being taken against you.
